"How does the manual reset high limit system work and why is it needed?"
Hard water can cause build up in the water heater over time. This manual reset hi limit system is designed to turn off the water heater (to prevent damage to the heater) if there is too much build up in the system. If your water is too hard it may be helpful to use a water softener. It's activated at 194°F and the hot water can be turned back on after the manual reset hi limit has turned it off.
